The use of highly reflective surface materials in constructing structures on Significant <br /> facilities,which could the site will be restricted. <br /> generate additional <br /> sources of light. • Exterior building materials will be painted or otherwise treated with muted <br /> earthtone colors. <br /> Screening vegetation had been planted along the Austin Road boundary of the site <br /> at the time this DEIR was prepared.This fulfills part(b) of Mitigation Measure K.4 <br /> in the 2002 Final EIR for the existing landfill(San Joaquin County,2002),which is a <br /> condition of the permits for the existing landfill. The remainder of Mitigation <br /> Measure K.4(reproduced in full below) is also a condition of the existing permits. <br /> (a)Lighting for nighttime operations at the working face and other landfill <br /> facilities shall consist of sodium lamps with sharp cutoff angles and <br /> downward shielding and,to the extent feasible, shall be oriented in a <br /> direction that is not visible from off-site locations. <br /> (b)Dense screening vegetation shall be planted along the Austin Road <br /> boundary of the site,with sufficient height and density at maturity to shield <br /> residents and motorists along Austin Road from views of landfill <br /> operations, including nighttime disposal operations. <br /> (c)For any future locations of the working face at which the screening <br /> vegetation in Mitigation Measure(b) above would not shield residents and <br /> motorists along Austin Road from night lighting,the project sponsor shall <br /> install temporary screens at the working face to block night lighting from <br /> residences and motorists along Austin Road. <br /> Impact K.6.The proposed Proposed as Part of the Project.
