Apol 4,2012 <br /> The proposed project must conform to the San Joaquin County Noise <br /> Standards contained in the County's General Plan. The project sponsor <br /> shall be required to demonstrate compliance with this performance <br /> standard. Work areas could be limited, work times close to the residence <br /> could be rescheduled, noise barriers such as earth berms could be <br /> designed, and noise monitoring shall be undertaken to demonstrate <br /> compliance in the event noise complaints are received. <br /> Current Status: This mitigation is based on prior Austin Road Landfill <br /> Expansion EIRs. Noise impacts were reevaluated in the 2002 EIR for the <br /> Consolidated Forward Landfill Project. Noise measurements were taken at <br /> the site as part of the 2002 EIR. The noise measurement results showed <br /> readings in the high 60dB range, which is higher than the standard of 65dB <br /> for outdoor activity at residences. However, due to access limitations, these <br /> measurements were taken near the centerline of Austin Road. The 2002 EIR <br /> estimated noise exposure at the facade of houses along Austin Road to be in <br /> the low 60dB range and below the standard value. In addition, most of the <br /> residences are set back from Austin Road. These residences also have back <br /> patios areas protected from roadway noise by the houses themselves, such <br /> that there are outdoor areas at each home that meet County noise standards. <br /> Forward has not received noise complaints from landfill operations. Noise <br /> monitoring will be undertaken to demonstrate compliance with County <br /> standards in the event noise complaints are received. <br /> (6) 11 Austin 1994(H1.b), Austin 2000(H1.b) <br /> If project-related noise levels measured at the property line of any <br /> residential use would exceed an hourly average of 45 dBa during the <br /> nighttime or 55 dBa during the daytime, then setbacks and a limitation on <br /> hours of operations shall be mandatory. As recommended in the Forward, <br /> Inc. Landfill Use Permit Modifications, the option of a soundwall at 9690 <br /> Austin Road shall be available to the resident. <br /> Current Status: The resident at 9690 Austin Road has not requested a sound <br /> wall. <br /> (PUBLIC HEALTH AND SAFETY) <br /> (7) 36 (E.5) <br /> Identified in EIR: <br /> The landfill operator shall submit an updated post-closure permit <br /> application for WMU-A that presents plans to prohibit the expansion of <br /> the new landfill areas above WMU-A.
