Analysis <br /> j Background <br /> On October 1, 1992, the Planning Commission approved the 28-lot Major Subdivision (vesting tentative <br /> map). While the tentative map would have typically been valid for three years, or until October 11, 1995, <br /> the State Legislature, due to the slow economy, passed AB 428, which granted an automatic two-year <br /> extension for all valid tentative maps and which extended the life of this tentative map until October 12, <br /> 1997. The State Legislature then passed AB 771, which granted an automatic one-year extension for all <br /> f valid tentative maps and which extended the life of this tentative map until October 12, 1998. - <br /> During the ensuing years, Mr. Seed's partner in this project, who was putting together the project's <br /> financing, died.
