The Application Number is UP-01-7. The document <br /> briefly describes plans to construct a cheese manufacturing facility, <br /> I Disposal of domestic wastewater is not adequately described in the Application Referral. Treatment, <br /> storage, and disposal of industrial wastewater is not described at all in the Application Referral. <br /> Manufacturing cheese generates industrial wastewater that can generate offensive odors and impact the <br /> quality of groundwater. If wastewater is generated and treated, stored, or disposed on site,Waste <br /> Discharge Requirements (WDRs) are required. The property owner shall submit a Report of Waste <br /> Discharge (RWD) at least 120 days prior to discharging wastewater at the site. Submittal of the RWD is <br /> required by California Water Code Section 13260. If groundwater dewatering is required,the <br /> owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System <br /> (NPDES)permit at least 120 days prior to initiating dewatering activities. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit,the proponent must submit a Notice of Intent to comply with the permit (NOI)to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan(SWPPP) must be prepared. <br /> Because construction associated with the project will disturb more than five acres or is part of a larger <br /> common plan of development that encompasses five or more acres, the property owner needs to obtain <br /> permit coverage under the National Pollutant Discharge Elimination System(NPDES) General Permit <br /> No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before <br /> construction begins,the proponent must submit an NOI to comply with the permit to the State Water <br /> Resources Control Board and a SWPPP must be prepared.
