INTRODUCTION <br /> This report issues the findings regarding the Nitrate Loading Study, Soil Suitability Study and <br /> Wastewater Disposal Operational and Design Parameters for the existing Bullfrog Landing Marina, <br /> LLC facility on Bacon Island Road near Holt, California. These studies were required by the San <br /> Joaquin County Environmental Health Department (EHD) and comply with the San Joaquin <br /> County Development Title, specifically Section 9-1105.2(d). Mr. Carl Wenska is the manager/ <br /> operator of the facility, and has provided the preliminary information to complete these studies. <br /> The Site Plan and associated civil engineering/surveying information have been produced by <br /> Quartaroli & Associates of Manteca, California. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph or Paragraphs, or Appendices that correspond with the EHD Requirements <br /> Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability <br /> Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for <br /> the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists. <br /> SSS, 1.2. The project currently exists as a marina incorporating boat docking and boat storage, two / { <br /> public restrooms, a small apartment complex for the on-site manager(Mr. Wenska), a store with no <br /> wastewater generation, and a proposed food preparation kitchen/bar facility on its own floating <br /> barge. The floating barge, building structure, and patio dining area are existing, but there is no food �•�� <br /> prep/serving area, and no service bar operations. However, all food/drink service operations are <br /> proposed to be completed in the future. <br /> NLS§ 2.3. The Bullfrog Marina is located in the middle-west edge of Lower Jones Tract Island. /i <br /> Domestic water for the project is currently supplied by filtered Delta water from the Middle River. (' <br /> A new well was drilled on the south (land) side of the levee, adjacent to the west side of the existing <br /> schoolhouse, and was sampled for this Study. It is proposed to use this new well water for the <br /> domestic water supply for the entire facility. An application has been made by EcoWater Systems of <br /> Brentwood, California to install and operate the water filtration system. <br /> The purpose of these Studies was to collect the following information to fulfill the requirements of <br /> EHD. Wastewater system operational and design parameters are also presented within this report to <br /> facilitate the transfer of information to EHD: <br /> • To 1.) Analyze the capacity of the indigenous peat soils in the proposed disposal area to accept the <br /> anticipated wastewater flows,2.) Assess the characteristics of the soil to mitigate nitrate impact, and <br /> 3.) Discuss operational parameters s of proper wastewater management and <br /> nitrate loading mitigation from e mound disposal syst� This was accomplished by the referenced <br /> testing, physicallcheitucal analys -opemti�orfaI parameters incorporated into the design of the <br /> i mound wastewater disposal system. <br /> • Conduct.soil-ploys cal and chemical testing to determine the following: Physical testing included <br /> pew rcolation tes�� t n,2nd analysis of the peat soil characteristics underlying the proposed of uen <br /> �~d�osal-area.
