I <br /> aesthetics, traffic congestion, and a potential increase in crime, and that the Initial-Study <br /> was insufficient. <br /> Traffic <br /> The Department of Public Works will require a traffic study to be prepared due to the <br /> potential traffic to be generated from the proposed development. The traffic study will - <br /> identify any significant traffic impacts generated by the proposed development. When <br /> the traffic study is completed and reviewed by the Department of Public Works, the Initial <br /> { Study prepared for this project will be amended. <br /> Planning Commission <br /> Site Approval applications are normally processed at staff level. However, this <br /> application is very similar to the application noted above (SA-96-85), which was heard <br /> before the Planning Commission and ultimately, the Board of Supervisors. Therafore, <br /> the Community Development Department has determined that this application will be <br /> scheduled for a public hearing before the Planning Commission. The date of the hearing <br /> has yet to be determined due to the fact that the Department of Public Works has <br /> required a traffic study for the project. The traffic study must be completed and reviewed <br /> by the Department of Public Works and the Initial Study must be amended and re-posted <br /> for a minimum of 20-days before the project can be heard before the Planning p <br /> Commission. <br /> The Community Development Department has reviewed the application and will.be <br /> recommending that it be denied based on the inability to make all of the required <br /> Findings for a Site Approval. The Community Development Department could riot make <br /> Findings 4 and 5 in the affirmative. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of <br /> the General Plan; any applicable Master Plan, Specific Plan, and Special <br /> Purpose Plan; and any other applicable plan adopted by the County. <br /> i <br /> • This finding can be made because gasoline sales may be conditionally <br /> permitted in the C-N zone with an approved Site Approval. <br /> 2. q Y <br /> Adequate utilities, roadway improvements, sanitation, water supply, drainage, <br /> and other necessary facilities have been provided, and the proposed <br /> improvements are properly related to existing and proposed roadways. <br /> • This finding can be made because full public services are available, and <br /> the project has been designed consistent with the planned road <br /> improvements for Benjamin Holt Drive and Grigsby Place. <br /> 3. . The site is physically sultable for the type of development and for the intensity of <br /> development. <br /> • This finding can be made because the Site Plan demonstrates that all <br /> requirements of the zone can be met. <br />
