SA-93-40 TO ADD A 17,000-SQUARE-FOOT COLD STORAGE BUILDING TO AN EXISTING FOOD PACKING/STORAGE FACILITY. The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has reviewed the project referenced above and offers the following comments: San Joaquin Valley's air quality has been designated non-attainment by the EPA and the California Air Resources Board for the following pollutants, PM,o (fine particulate matter) and 03 (ozone). The California Clean Air Act (AB2595), requires areas that are designated as non- attainment to reduce emissions 5% annually until standards are met. The SJVUAPCD recommends that Dust Mitigation Measures be implemented during the construction phase of the project. A list of Dust Mitigation Measures is enclosed. Furthermore, any unpaved surface that is subject to vehicular traffic, or other types of disturbance is a potential source of dust. The District recommends that a dust palliative, as described in the Dust Mitigation Measures, be applied and adequately maintained to prevent dust entrainment. The applicant should also be aware of the SJVUAPCD's Draft Regulation VIII. The i^tent of Regulation VIII is to reduce the amount of PM,o entrained into the ambient air as a result of emissions generated from anthropogenic (man-made) fugitive dust sources by requiring • actions to prevent, reduce, or mitigate PM,o emissions. This project will be subject to the rules included in Regulation VIII if construction occurs after adoption by the District. A copy of the Draft Regulation is available from any of the region offices listed below. The applicant should be aware that any equipment or process that has the potential to emit air pollutants may be subject to permitting by the District. If there are any questions regarding operating permits the applicant should contact the Permit Services section of this office.
