The DDJC-Tracy <br /> site began functioning as a depot in 1942.The Defense Logistics Agency(DLA) <br /> has operated DDJC-Tracy since 1963 as a storage and distribution depot for the <br /> United States military services in the western United States and throughout the <br /> Pacific.The operating portion of the depot covers a 448-acre triangular <br /> parcel;the recently added Tracy Annex consists of 460 acres of agricultural <br /> land north of the operating portion of the depot.The topography at DDJC-Tracy <br /> is gently downward to the north-northwest from an elevation of about 115 feet <br /> above mean sea level(ms])at the southern comer to an elevation of 45 feet <br /> above sea level at the northern edge of the Tracy Annex. About 75 percent <br /> of the operating portion is covered with buildings(primarily warehouses), <br /> asphalt,or concrete. Numerous smaller buildings in the northwest comer of <br /> the depot house administration and operations. A large storm water pond and <br /> two sewage lagoons are also located in the northwestern portion of the depot. <br /> The storm water pond receives runoff from the depot's storm drain system. The <br /> sewage lagoons receive treated wastewater from the depot's wastewater treatment <br /> plant. The only landscaped area is in the northwest comer near Building 100. <br /> All other unpaved surfaces contain weeds and grass,which historically have <br /> been removed regularly with herbicides(types and quantities were not recorded) <br /> and/or by grading.Historical operations at the depot have included the <br /> handling and use of potentially hazardous materials. In early 1980,a <br /> records search by the U.S.Army Toxic and Hazardous Materials Agency(USATHAMA) <br /> first identified 25 waste sites,known as solid waste management units(SWMUs) <br /> 1 through 23,2A,and 10A,at DDJC-Tracy that contained contaminants that could <br /> migrate to off-depot locations. The records search concluded that waste <br /> disposal practices between 1940 and the mid-19706-including the use of <br /> burning to dispose of wastes,operation of underground sumps/tanks,and use of <br /> unlined drainage and sewage leaching ponds-probably were responsible for the <br /> reported contamination. Because of the potential for contaminants to migrate <br /> to groundwater, 12 monitoring wells were installed in July 1980 and sampled for <br /> metals and general water quality parameters. In May 1984,the Central Valley <br /> Regional Water quality Control Board(RWOCB)was advised that trichloroethene <br /> (TCE)wand tetrachloroethene(PCE)concentrations in three monitoring wells <br /> exceeded the California Department of Health Services(DHS)action level of 5 <br /> micrograms per liter(ug/1).
