2 DEPARTMENT OF PUBLIC WORKS: <br /> a Loads on Bird Road and Blewett Road shall be restricted to the legal load limit. (Street <br /> and Highway Title Section 10-2350) <br /> b. Dedicate a 50-foot-wide right-of-way from the northerly right-of-way line of Blewett Road <br /> to the property line, with a 20400t by 204oat comer cut-off (snipe) at Bird Road. <br /> (Development Title Section 9-1150.4 <br /> C. Blewett Road shall be reconstructe in conformance with the standards for a 50-toot-wide <br /> right-of-way rural road from Bird Road to the north main entrance. Bird Road shall be <br /> reconstructed in conformance with the standards for a 60400t-wide right-of-way rural road <br /> from the west main entrance to Blewett Road and for a 50-1oot-wide right-of-way rural <br /> road from Blewett Road to State Route 132 Improvement Plans and Specifications shall <br /> be prepared by a registered Civil Engineer and submitted to the Department of Public <br /> Works for approval. Phasing of pavement section and widening will be allowed as <br /> approved by the Department of Public Works. A Traffic Index of 13 shall be used for road <br /> design purposes. (Development Title Section 9-1150.2) <br /> d. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> e. A video tape of road conditions on Bird Road from the plant site to State Route 132 and <br /> Blewett Road from Bird Road to Koster Road is required prior to the start of each phase. <br /> The condition of Bird Road and Blewett Road shall be reviewed with Public Works prior <br /> to the start of each phase and every five years thereafter. (Development Title Section 9- <br /> 1415.2) <br /> f. A Maintenance Agreement, along with a bond or cash desposit in an amount acceptable <br /> to Public Works, to ensure repair of Bird Road and Blewett Road damaged by the <br /> applicant's operation will be required. The Agreement will be renewed every five years. <br /> (Development Title Section 9-1415.2) <br /> g. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application and shall be based on the average <br /> daily trip-ends for the 50-year life expentancy of the quarry excavation. The fee currently <br /> is$236.33 per daily trip-end in the Tracy area The Traffic Impact Mitigation Fee may be <br /> offset by construction of improvements identified in the Traffic Impact Mitigation Fee <br /> program. On State highways, funding of up to 50 percent of improvement costs as the <br /> local match to State or other funds may be credited against the fee. (Resolutions R-90- <br /> 304 & R-91-1025)- <br /> h. <br /> -91-1025)"h. The conveyor crossing over Blewett Road shall be equipped with a protection device to <br /> prevent material from falling onto the Blewett Road right-&--way. The conveyor crossing <br /> over Blewett Road shall be removed as approved when quarry operations are completed. <br /> (Development Title Section 9-1025.1) <br /> i. The Bird Road and State Route 132 intersection shall be improved to include acceleration <br /> lanes, deceleration lanes,tum lanes, and radii as necessary.
