The excavation plan shall be prepared by a Registered Civil Engineer or Land Surveyor and include <br /> the following: <br /> (1) Detail of access road (first 100 feet from Bowman Road shall bean all weather road). <br /> (2) A haul route plan detailing County roads utilized in accessing the quarry. <br /> (3) Stockpile area for topsoil (no excavation or stockpile shall be allowed within 25 feet of the <br /> property boundary or the County right-of-way). <br /> b. All private roads involved in an excavation shall be maintained so as to control dust. <br /> c. Loads on all public roads shall be required to be legal loads only. (Street and Highway Title Section <br /> 10-2350) <br /> d. An encroachment permit shall be required for work within the-road right-of-way. (Development Title <br /> Sections 9-1145.4 and 9-1145.5) <br /> e. A Maintenance Agreement shall be executed by the applicant to ensure that Bowman, Manthey, <br /> and all other roads designated by the haul route plan are maintained in a condition acceptable to <br /> San Joaquin County. In lieu of a Maintenance Agreement,the applicant may prepare an <br /> engineering study to evaluate the adequacy of Bowman Road to handle truck traffic. If the study <br /> shows that Bowman Road is adequate for truck traffic, the applicant may pay a one-time roadway <br /> and maintenance impact fee to the County Department of Public Works in the amount of l�,�i► <br /> $10,000.00. <br /> f. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is$159.47 per trip-end in the <br /> Lathrop area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. The number of trip-ends <br /> may be determined by a proportion to the length in time of the excavation operation. (Resolution <br /> 00-433) <br /> g. The applicant shall show the highest recorded groundwater elevation of+2.2 on the plans. <br /> 4. DEPARTMENT OF PUBLIC HEALTH SERVICES (Staff Contact: Lisa Medina, 468-3455) <br /> a. No excavation is permitted into the groundwater table without specific approval from the Regional <br /> Water Quality Control Board, Central Valley(Water Code, Chapter 4, Article 3, Section 13240). <br /> b. The materials from an excavation shall not be deposited into any water course nor in any way <br /> contribute to the pollution thereof. (California Water Code, Section 13376) <br /> c. An approved potable water supply must be provided for all employees. (Development Title Section <br /> 9-1100.1) <br /> d. Approved sanitary facilities must be provided for all employees.
