U <br /> k. A Preliminary Soils Report is required in accordance with County standards for the purpose of <br /> determining the R Value for the design of the roads. (Development Title Section 9-1155.2) <br /> 1. All utilities shall be underground except power transmission facilities of 35 KV or greater. Public <br /> utility easements shall be provided along the road frontage of the subdivision and as required by the <br /> public utility companies. (Development Title Section 9-1155.2) <br /> m. A grading plan shall be submitted and approved prior to approval of the Final Map. The grading plan <br /> shall contain the information listed in the UBC,Appendix, Chapter 33, Section 3309,with complete <br /> drainage details and elevations of adjacent parcels. Retaining wall details shall be submitted where <br /> applicable. Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for <br /> "Engineered Grading Requirements." Grading that disturbs more than five acres will require a <br /> National Pollutant Discharge Elimination System permit. <br /> n. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls, or up to <br /> an 18-month period,as the case may be. (Subdivision Map Act Section 66493) <br /> o. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices and <br /> San Joaquin County standards and shall be shown on the improvement plans. (Development Title <br /> Section 9-1150.2) <br /> p. Access rights shall be dedicated and restricted for lots along the frontage of Jack Tone Road. <br /> (Development Title Section 9-1150.5) <br /> q. The streets within phased portions,which are stubbed for future extension,will require temporary <br /> turnarounds. Provisions shall be made for removal of the temporary turnarounds upon demand by <br /> the County, including security to ensure their removal. Adjacent property owners shall be given <br /> notice of the temporary nature of the turnarounds and the provisions for removal in the future. The ; <br /> Department of Public Works shall determine when and if turnarounds will be required after review of <br /> phasing plans. (Development Title Section 9-1150.2) <br /> r. An offer of dedication of groundwater rights is required. <br /> s. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> addressed the items on the Waste Plan Format for Development Projects. <br /> t. The applicant shall comply with the road segment and intersection mitigation as determined by the <br /> l.ockeford Oaks Subdivision Traffic Impact Study dated January 2002. A summary of the mitigation <br /> is as follows: <br /> (1) Fair share for the installation of a traffic signal and Caltrans Project EA 2A9100 at the <br /> intersection of State Route 88 and State Route 12 will be$188,790.00. (Traffic Study and <br /> Caltrans) <br /> (2) Fair share for installation of a traffic signal at the intersection of Jack Tone Road and State Route <br /> 88/State Route 12 will be 3.33 percent of$750,000.00,which is$24,975.00. <br /> (3) Fair share for installation of a traffic signal and the widening of the intersection for State Route <br /> 88/State Route 12 and Brandt Road will be 8.29 percent of$275,000.00,which is$22,797.00. <br /> San Joaquin County SU-00-11Pestana <br /> Community Development Page 14 <br />
