SU-00-1, LOCKEFORD OAKS, SAN JOA QUIN COUNTY <br /> I have reviewed the Application Referral distributed by the San Joaquin County Community <br /> Development Department in correspondence dated 3 May 2001. The document briefly describes plans <br /> for a 309 lot residential subdivision. The Application Referral does not state what the wastewater <br /> disposal process will be. The project may require Waste Discharge Requirements (WDRs) if wastewater <br /> has the potential to impact groundwater quality. That evaluation will be made when more information is <br /> presented to the Board. <br /> California Water Code Section 13260 requires submittal of a report of waste discharge prior to initiation <br /> of a discharge of wastewater. If on-site disposal is contemplated, the owner shall submit an RWD at <br /> least 120 days prior to discharging wastewater at the development. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br />— ---- --•Per-mi't;the proponent-must-submit-a-Notice-of-Intent-to-comply-with the-per-Ir'it= NOI)-to-the State Water _ ^- <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared. <br /> If construction associated with the project will disturb more than five acres oris part of a larger common <br /> plan of development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before construction <br /> begins, the proponent must submit an NOI to comply with the permit to the State Water Resources <br /> Control Board and a SWPPP must be prepared.
