PUBLIC HEALTH SERVICE-3
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer .
304 East Weber Avenue, Third Floor - Stockton, CA 95202 ,`fro.l
2091468-3420
October 1, 1998
Gary DeJesus, District Manager
P 0 Box Z
Lockeford. CA 95237
Re: Former Wastewater Treatment Facility
As discussed in our recent telephone conversations, the San Joaquin County Public Health Services
Environmental Health Division (EHD) has reviewed the information provided by you regarding the
former wastewater treatment plant location. The Regional Water Quality Control Board (RWCQB) letter
dated July 1, 1998, the states that the plant did not treat industrial wastes, treated sludge was removed
from the site and the plant was last operated over 20 years ago. Therefore, the RWQCB does not have
any water quality concerns regarding future land use of this site. Based on this information, EHD would
not require additional environmental assessment of this property due to its prior land use.
During the normal land use application process in San Joaquin County, the EHD does review and set
conditions on various projects. Development projects that do not involve installation of septic systems or
water wells are not required to perform soil suitability and/or nitrate loading studies. It is possible that
some type of disclosure statement identifying the former treatment plant and pond locations will be
required on the deeds of the affected properties_ In addition, there may be a requirement to remove or
properly destroy any subsurface structures such as the abandoned pipeline mentioned in the July 1998
Real Estate Development Report.
I hope this information is of assistance to you. If you have any further questions, please contact me at
(209) 468-3431. If you have specific questions regarding the EHD land use review process, contact
Michael Huggins, Supervising RENS, at(209)468-3437,
i
curie A.
