Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Ms. Jolley: <br /> Caltrans Transportation Planning has reviewed the Major Subdivision application to create 306 <br /> residential lot subdivision (Lockeford Oaks). This project is located on the northeast corner of <br /> Brandt Road and Jack Tone Road in Lockeford. Caltrans has the following comments: <br /> I. Caltrans Traffic Operations reviewed the Final Traffic Impact Study, dated October 2001 that <br /> was prepared for this project. Page 8 stated that the SR12/88/Jack Tone Rd intersection <br /> currently meets Caltrans peak-hour Warrant-11, and hence, a traffic signal is recommended <br /> to be installed at this intersection as a mitigation measure for the existing condition (page <br /> 26). Caltrans would like to state clearly that meeting one or more signal warrants is not <br /> necessarily sufficient justification for the installation of a traffic signal since the factors to be <br /> considered in placing a signal should include delay, congestion, approach conditions, etc. <br /> Caltrans will need to verify this signal warrant claim, and may need to conduct a full signal- <br /> warrant study at this intersection to assess any necessary operational mitigation for this <br /> intersection. <br /> 2. Caltrans has determined that this project needs to contribute its fair share to the signalization k <br /> of the SR 12/88/Jack Tone Rd as a mitigation measure. This is due to the fact that without <br /> this project, this intersection would not warrant an immediate mitigation. Using Caltrans <br /> methodology for calculating equitable mitigation measures, this project's fair share <br /> contribution is 9.1% of the total cost that will be needed to install_ a signal at this intersection. <br /> 3. Analyzing the volumes of the "Existing Plus Approved Projects (EPAP) condition" and the <br /> "EPAP plus project condition", it clearly indicates that the traffic generated by the proposed <br /> subdivision is solely responsible for making the SR 12/88/Brandt Road intersection meet <br /> warrant 11. Therefore, the proposed project will be required to contribute its "fair share" <br /> towards the cost of signal installation, as well as impact fees towards any additional <br /> improvements required by cumulative impacts at this intersection. <br /> 4. The recommended lane geometries for cumulative conditions are not sufficient to <br /> accommodate the additional traffic at the intersections of Jack Tone Road, Brandt Road, and <br /> SR 12 with SR 88: eastbound SR 12 left-turn peak volumes to northbound (NB) SR 88 are <br /> greater than 300, which requires dual left turn lanes (again, please be consistent with <br /> proposed geometries at this intersection in project EA 2A9100. As previously mentioned on ; <br /> letter dated June 6, 2001, a separate NB right turn lane at the SR 12188/Jacktone Road and <br /> SR 12/88/Brandt Road intersections are also required as part of the project's mitigation. <br /> 'Caltrans improves mobility across California" <br /> 606700.S1.]0LLEY.LOCKEFORD OAKS SUBDIVISION <br /> OKEREKE.mm <br />
