4 <br /> INITIAL STUDY <br /> (CONT'D) <br /> SII-91-15 <br /> NOTE: The project known alternately as the River Oaks or <br /> Diamond Bar Subdivision (SU-91-15) , has been analyzed for its <br /> potential environmental impacts by Environmental. Impact Report <br /> (EIR) No. ER--90--3 . That EIR, which also analyzed the impacts <br /> associated with the accompanying General Plan Map Amendment <br /> application (GP-90-5) and Zone Reclassification application (ZR-90-- <br /> 5) , concluded that the project would result in significant, <br /> unavoidable adverse impacts in, the following areas: 1) the <br /> conversion and subsequent loss of 124 .73 acres of 'agricultural <br /> grazing land to urban uses, 2) the loss of oak trees and oak <br /> woodland habitat, and 3) the disruption of the Swainson' s hawk <br /> nesting and breeding -habitat may discourage the site 's pair of <br /> hawks from returning to the nest, 4) exceeding threshold limits for <br /> carbon monoxide, ozone, and PM-10 and would contribute to County-- <br /> wide and regional air quality` problems, and 5) the cumulative <br /> impacts to State Route 88/12 due to increased vehicular traffic. <br /> The first is no longer considered significant, due to the Board' s <br /> approval of the earlier General Plan Map Amendment application and <br /> the third requires the implementation of the California Department <br /> of Fish and Game 's mitigation measures in order for the project to <br /> proceed.. In approving the General Plan Map Amendment and Zone <br /> Reclassification applications, the Board of Supervisors certified <br /> the Final EIR and adopted both "Findings of Significant <br /> Environmental .
