Census data indicate that approx- <br /> imatly 18,000 people live in the unincorporated area of this district <br /> and therefore depend on the Sheriff for law enforcement services. <br /> The Sheriff has resources enough to provide a rural level of service. <br /> It is our goal to field two patrol deputies per shift, three shifts <br /> per twenty-four hour period, in Patrol District No.2. A recent study <br /> of our Patrol Division showed that we are able to field only .78 deputies <br /> per shift. In addition to regular patrol, the town of Lockeford, where <br /> this project is located, has the services of a Community Car Officer <br /> dedicated to it. Community Officers work primarily on day shift in and 1 <br /> around Lockeford and Clements. The same study revealed that the Lockeforc <br /> Community Car is deployed an average of only .88 deputies per shift. <br /> Response time to calls for service is another indicator of the quality <br /> of service. The average time to calls for service in Patrol District No. <br /> 2 is 14.49 minutes for regular patrol and 17.07 minutes for the Locke- <br /> ford Community Car. <br /> When completed, this development will have 218 lots and increase the <br /> population of Lockeford. If this is done without a corresponding in- <br /> crease in Sheriff's resources the quality of service will decline. It <br /> is recommended that Sheriff's Patrol resources increase as population <br /> increases. The developer might consider creating a mechanism, such as <br /> a service district, to fund additional Sheriff's resources needed to <br /> mitigate the impact this project will have on the Sheriff's ability <br /> to continue to provide the present level of service. <br />
