Hazelton Avenue <br /> Stockton,CA 95205 <br /> Dear Mr.St.Sure: <br /> F <br /> Thank you for the opportunity to review and comment on the subdivision of 124 acres into 218 Iots. # <br /> The project is located at the northeast corner of Brandt Road and Jack Tone Road in Lockeford. <br /> The proposed project will impact Route 88 and its intersections at Brandt Road,Cotton Street,and <br /> Tully/Elliot Road. The last traffic analysis for this area was done in 1986. In order to assess the degree <br /> of impacts,the proponents of this proposal should submit a detailed Traffic Study to District 10 for <br /> review and evaluation. <br /> The analysis should include,but not be limited to the following. <br /> 3 <br /> • An analysis of the project's total trip generation using recognized trip generation factors and the y <br /> appropriate model; } <br /> • An analysis of existing traffic, the existing plus project related traffic and cumulative traffic <br /> including all known proposals. These analyses should be expressed in terms of ADT and <br /> AM/PM peak hours,and include turning movements at all major intersections; <br /> • An estimation of the directional distribution and networking of the project trips; <br /> • An evaluation of the project's impact on the degradation of level of Service (LOS),operational <br /> integrity, and safety on all transportation facilities in the vicinity of the project. <br /> • A discussion which recommends and conceptualizes the roadway improvements necessary to <br /> mitigate the project's impacts. This discussion should include funding responsibilities and <br /> mechanisms for ensuring completion of necessary improvements. A phasing strategy is also <br /> necessary to ensure that roadway improvements are in place prior to degradation of LOS and <br /> safety to an unacceptable level. <br /> Y <br />
