<br /> COG staff has reviewed the Tenative Subdivision MOP application for the River Oaks residential
<br /> subdivision, located on the northeast Gomer of Brandt Road and Jack Tone Road, near Lockeford. We
<br /> did not receive s recirculated EIR for review with this application. Therefore we would refer you to our
<br /> letter dated August 13, 1990 by Peter Vardorn for comments on this project.
<br /> Inaddition, we would lilts to reemphasize that Brandt Road In the project area has been discussed as
<br /> a possible route for a future Lockeford Bypass, No firm plans currently exist for a route alignment.
<br /> However, COG staff 1s concerned that this project may constrain same of the options available
<br /> regarding route aiignmants if a future route is designed. Caltrans should be consulted to determine the
<br /> impact that this subdivision may have on future Lockeford Bypass routs concepts.
<br /> Since the last time this project was referred to COG staff for comment, the Congestlon Management
<br /> Program (CMP) for San Joaquin County was adopted (effective January 1, 1982$. The CMP contains
<br /> two transit requirements that apply to this project and must be Incorporated Into the subdivision
<br /> design:
<br /> 1) 'Local jurisdictions must develop a process to review the need for bits pullouts or loading
<br /> zones as a component of projects to construct new streets. or reconstruct existing streets for
<br /> arterlals and collector streets. This review must take place in conjunction with the local transit
<br /> operator (CMP, 1991; pg. 22).'
<br /> 2) `Local Jurisdictions, In cooperation with transit operators, must develop s process to
<br /> determine the Jong-range transit needs of new devalopmant proposals. This process must
<br /> include a review by the transit operator of tenativs maps, general plan amendments and
<br /> specific pians at the proposals preliminary review stage (CMP, 1991; pg. 23$.'
