The project proposes development of 292 single family homes and a
12-acre lake on 83 acres. The project is located on the northeast corner of Brandt Road and Jack
Tone Road in Lockeford, in San Joaquin County.
Wildlife habitat resources consist of a large grove of mature oak tress on the northern
portion of the project site and relatively open annual grasslands on the southern portion of the
project site. DFG records indicate the presence of a Swainson's hawk (Buteo swainsoni) nest
within the project vicinity. Additionally, Bear Creek forms the project's eastern boundary.
We are concerned with the project's potential for impacts to sensitive species. The oak
grove located on the northern portion of the project provides nesting habitat for the State-listed
threatened Swainson's hawk. Riparian habitat located along Bear Creek may contain habitat for
the federally-listed threatened valley elderberry longhorn beetle (Desmocerus californicus
dimomhus). In addition, the rolling annual grasslands located in the southern portion of the
project site may provide habitat for vernal pool dependent species such as the federally-listed
fairy shrimp or the tiger salamander(Ambysst.,om californiense).
In general, we recommend that impacts to sensitive species or unique habitats be avoided
' wherever possible. If impacts are unavoidable, the applicant should develop mitigation proposals
which reduce the impacts below a level of significant. Mitigation should be based on appropriate
State or Federal mitigation guidelines.
Pursuant to Public Resources Code sections 21092 and 21092.2, the DFG requests
written notification of proposed actions and pending decisions regarding this project. Written
notifications should be directed to this office.
