Analysis <br /> Background <br /> The applicants have been operating a kennel at this location without benefit of the necessary permits for <br /> the last few years. A representative from Animal Control notified the Code Enforcement section of this <br /> department that the applicants were operating a kennel without the appropriate permits. The applicants <br /> were then notified that an approved Use Permit is required to operate a dog kennel. <br /> Land Use/Nei hborhood Com atibili <br /> The proposed kennel is located in an agricultural area of the County used primarily for grazing and <br /> vineyards, with scattered rural residences. Dogs will be kept indoors at night, which will prevent barking <br /> from disturbing neighbors. During the daytime, dogs will be confined to kennels or exercise yards and <br /> not allowed to wander around the property. <br /> One letter of opposition was received from a nonresident property owner in the area. The letter raises <br /> the following issues: noise from barking dogs, dogs may chase and attack sheep and cattle in <br /> neighboring pastures, barking dogs are inconsistent with their future plans to develop their 90 acres into <br /> residential parcels. <br /> In response to the issues raised by the opponent, dogs will be confined to kennels and exercise yards <br /> and will not be allowed to run free or chase neighbors' livestock.
