(NESHAPS).,Specifically, the primary air pollutant of conc'bm'is asbestos. To <br /> ascertain whether this project is subject to NESHAPS, the project applicant is <br /> advised to`review the.enclosed Asbestos Compliance Assistance Bulletin, dated <br /> December 1994. -Jan Sudorrmier is the Northern Region's District contact for the <br /> program"and is available should you need further assistance. <br /> Certain equipment will be subject to the permitting requirements of the District. <br /> Any equipment subject to the District's Permit to'Operate (PTO) requirements <br /> must obtain.an Authority to Construct (ATC)'from the District. Construction of <br /> equipment that requires an ATC, such as foundations and utility hookups for the <br /> equipment,-cannot begin until an ATC is obtained. This process can take up to <br /> 180 days. Construction of equipment not requiring a District permit is not subject <br /> to this ATC requirement. <br /> To determine specific permit requirements, the applicant should contact the <br /> District's Small Business Assistance Office at (209) 557-6464, or our Permit <br /> Services Section at (209) 557-6400. To avoid unnecessary delays in the project, <br /> this should be done as soon as the applicant has determined the scope of the <br /> project. <br /> As a result of the Valley's nonattainment status, the District strongly recommends that <br /> the project applicant and the County implement all feasible mitigation measures to <br /> reduce the amount of ozone precursors that will result from the build out of this project. <br /> Please note that some of these measures may already exist as County development <br /> standards. <br /> • Driveways paved and Perimeter roads graveled or paved. <br /> • During high wind periods avoid spreading recycled waste material on fields. <br /> • Plant trees around the facilities as a wind barrier. <br /> 0 Prepare Odor and Dust Management Plan. <br />
