r ';+ <br /> y 'II <br /> it <br /> Analysis <br /> CERTIFICATION OF THE FINAL ENVIRONMENTAL IMPACT REPORT: I� <br /> The Initial Study that was prepared on August 19, 1994, indicated that the proposed project could <br /> potentially have significant, adverse impacts on the local environment. On the basis of that determination, <br /> an Environmental Impact Report (EIR) was prepared for the project by the San Joaquin County <br /> Community Development Department. The EIR addressed the following issues: land use/planning policy, <br /> vegetation and wildlife resources, traffic/circulation, soils/geology, water resources, noise, air�quality, and <br /> cultural resources. No significant, unavoidable, adverse impacts were identified in the Final EIR. <br /> �i <br /> Hearings on the Draft EIR were held for the public and the Planning Commission on January 25, 1995, <br /> and February 2, 1995, respectively. No comments on the Draft EIR were made at either of these hearings. <br /> All oral and written comments received during the 45-day review period for the Draft EIR have been <br /> responded to and included in the Final EIR. Where necessary, the text of the draft document has been <br /> amended as a result of the public review process. <br /> Final EIR's were distributed to the Planning Commission on , with copies and/or notices of <br /> availability to interested persons, organizations, and local agencies also mailed on � . All <br /> agencies and persons commenting on the Draft EIR were also sent responses to their comments on <br /> prior to actual Final EIR publication. <br /> I <br /> DETERMINATION OF ADEQUACY OF THE FINAL EIR: <br /> The only determination to be made by the Commission in order to certify the EIR is whetheir or not it is <br /> adequate as described in Section 15151 of the CEQA Guidelines. This section states in partthat"an EIR <br /> should be prepared with a sufficient degree of analysis to provide decision makers with information which <br /> enables them to make a decision which intelligently takes account of environmental consequences. An <br /> evaluation of the environmental effects of a proposed project need not be exhaustive, but the sufficiency <br /> of an EIR is to be reviewed in light of what is reasonably feasible.' It is staff's determination that the EIR <br /> I meets the intent of this section. The document thoroughly discusses all issues presented in the Notice <br /> of Preparation, contains all sections required by law, and adheres to all review periods and time <br /> requirements.. I <br /> r POLICY CONSIDERATIONS <br /> General Plan and Zoning: I� <br /> The project site is designated OS/RC (Open Space/Resource Conservation) and AIG(Gene rai'Agriculture) <br /> ' on the San Joaquin County General Plan 2010 Land Use Map and is zoned AG-80 (General(Agriculture, <br /> 80-acre minimum parcel size), which is a consistent implementing zone for both General Plan <br /> designations. Quarry Excavations may be permitted in the AG-80 zone, subject to securing an approved <br /> Quarry Excavation application, if at least one of three provisions is met.
