An in
Y person ro P P ..,__. g to construct or modify facility that
emits pollutants from a stationary source must obtain an Authori-
ty to Construct prior to proceeding. The San Joaquin County Air
Pollution Control District has issued Authorities To Construct
and Permits To Operate to KRC Aggregate, Inc. In addition, this
,.. agency may conduct inspections of the facility for compliance
with the permits. Since the proposed extension of the permit
area does not involve any significant increase in production or
change in facilities or process, KRC anticipates that no revi-
sions or additions to the existing air quality authorities and
3. , permits will be required.
The operator of any facility which discharges waste that may
affect groundwater quality or from which waste may be discharged
in a diffused manner (erosion from soil disturbance) must first
meet Waste Discharge Requirements. The Regional Water Quality
Control Board will review the Report of Waste Discharge and
determine the necessity of imposing "Waste Discharge Require-
ments" . This agency also is charged with the responsibility of
1 issuing a waste discharge permit when the amount of waste to be discharged is zero. A Waste Discharge Application for current
operations is pending. KRC expects that waste discharge require-
ments for the expanded permit area will be similar to those
1 required for current operations.
KRC Aggregate, Inc. will be required to continuously comply
with all permits and with any new applicable regulations as they
d are adopted by any authorizing agencies. KRC Aggregate, Inc.
will obtain all necessary permits, and will follow all applicable
county, state, and federal regulations in the operation of the
mine site.
t ,
n
I
f
KRC Aggregate, Inc.
4 - April 1, 1994
