5.0 (SIGNIFICANT ENVIRONMENTAL EFFECTS OF THE PROJECT <br /> F AND PROPOSED MITIGATIONS <br /> t <br /> 5. 1 Land Use <br /> F4 <br /> Continued development of this project will not change the <br /> existing land use at the project site. No county land use plans <br /> or policies will be affected by the proposed project. <br /> The general plan description is pasture land and the zoning <br /> is AG-80. As quarry operations proceed, phased reclamation will <br /> return the site to an agricultural use as pasture or grazing <br /> land. The annual grassland vegetation and wetlands established <br /> during reclamation are intended to support the uses extant prior <br /> to quarry development. <br /> M <br /> In view of plans to return the land to its pre-mining ;use, <br /> i there are no potentially significant impacts upon or irreversible <br /> adverse environmental changes to the land use. <br /> r 5.2 Air Quality <br /> The San Joaquin Air Pollution Control District has authority <br /> over both construction and operation of KRC Aggregate, Ince. KRC <br /> � i Aggregate, Inc. , formally Roc San Gravel Company, obtained six <br /> Authority to Construct permits in 1989. The permits are for <br /> various pieces of equipment that were proposed to be installed at <br /> that time. Later that year Roc San applied and received six <br /> modifications to those original permits. These modifications <br /> were submitted because Roc San elected to increase its production <br /> i F from 4000 to 6000 tons per day. <br /> KRC Aggregate, Inc. is currently operating under Permit To <br /> Operate numbers: PTO 89-393 PTO 89-432 <br /> i PTO 89-430 PTO 89-433 <br /> F. PTO 89-431 PTO 89-434 <br /> k <br /> F <br /> Each permit contains several conditions of operation, of <br /> which control of fugitive dust in the most important. The' <br /> plant's particulate emissions cannot exceed 0. 1 grains/scf, and <br /> emissions cannot exceed 20 percent capacity for more than three <br /> a minutes in any one hour. KRC Aggregate, Inc. is also permitted <br /> under AB 2588 Air Toxics "Hot Spots" . <br /> jPotentially significant adverse environmental impacts °include <br /> the production of fugitive dust emissions from processing 'opera- <br /> tions and haul truck traffic. These impacts will be minimized to <br /> a level of insignificance or avoided by specific mitigation <br /> j. measures including: 1) fugitive dust emissions are controlled by <br /> maintaining the entire processing operation in a saturated state <br /> utilizing a recycled water system; and 2) by adequately wetting <br /> F all access and haul roads at such a frequency as required to <br /> prevent emission of fugitive particulate matter. <br /> i <br /> KRC Aggregate, Inc. <br /> 1 - April 3, 2994 <br /> I <br />
