Operations shall be in accordance with any instructions from the Agricultural Commissioner to control the spread of noxious weeds. (Section 9-2244 [j ] ) 15 . The excavation must not cause health or sanitary hazards and shall not create conditions which will cause the breeding or increase of mosquitos, rodents or other pests. (Section 9-- 2244 [k) ) 16 . Reclamation of the site for grazing shall be in conformance with an approved reclamation plan. 17 . Protective vegetative planting is required for the entire site. The type and method of seeding shall be to the specification of the Soil Conservation Service. (Section 9- 2244 [d] ) 18. A security bond in an amount approved by the Department of Public Works and in a form approved by County Counsel, shall be secured prior to excavation. The amount of the guarantee shall be based- on the estimated cost of rehabilitation. (Section 9-2244 [u] ) I 19. The applicant shall pay a fee to the County of San Joaquin to � cover the cost of an annual inspection of the excavation to assure compliance with the provisions of the permit. If necessary, professional outside consultation shall be employed. The cost of such consultation shall be added to the inspection fee. (9-2244 [s) ) 20. The excavation shall comply with the Mitigation Monitoring Program which was prepared as part of the Initial Study and is included in the Staff Report. (CEQA, A. B. 3180) 21. One copy of a Certified Excavation and Rehabilitation plan, prepared by a Registered Civil Engineer, licensed Land Surveyor, or Soils Engineer, incorporating all conditions of approval, shall be submitted to the Development Services Division for circulation to the .involved County departments. A Plan Check fee will be required at the time of submittal.
