The <br /> quality of the resultant rangeland will likely be limited if <br /> topsoil is not salvaged and respread. <br /> 10. CCR Section 3503 (8) requires that appropriate revegetation <br /> methods be used for reclaiming a site. The plan puts forth <br /> very little, and contradictory, information on revegetating <br /> the site; i.e, the plan states that the site will be <br /> 1 reseeded with native grasses and that the site will be <br /> allowed to revegetate naturally (without reseeding) . <br /> The reclamation plan for this site should include a full <br /> revegetation plan that details the type of seed, methods of <br /> t seeding, season of seeding, any proposed soil amendments, <br /> etc. The best method for determining the species to be used <br /> to revegetate a site is to note the species currently <br /> growing on that site (refer back to comment #5) . <br /> 11. Recent amendments to SMARA (Assembly Bills 3551 and <br /> 3903/Chapters 1097 and 1101, Statutes of 1990) , which became <br /> effective January 1, 1991, require that financial assurances <br /> be required of all surface mining operations to guarantee <br /> site reclamation; that the financial assurances be payable <br /> to the SMARA lead agency and the State Geologist; that the <br /> financial assurances be submitted to the State Geologist for <br /> his review and comment; and that lead agencies annually <br /> inspect mining operations to determine SMARA compliance. <br /> These requirements should be incorporated into the <br /> reclamation plan prior to approval . <br /> Section 2774 (d) of the same legislation requires that lead <br /> agencies send a copy of the reclamation plan to the State <br /> Geologist for review no less than 45 days prior to approval . <br /> The lead agency is also required to prepare a written . <br /> response describing the disposition of the major issues <br /> raised. In particular, when the lead agencies position is <br /> at variance with recommendations and objections raised in <br /> the State Geologist' s comments, the written response shall <br /> address, in detail, why specific comments and suggestions <br /> were not .accepted. Written comments received and responses <br /> prepared by the lead agency should be forwarded to the <br /> operator. <br />
