F <br /> EXECUTIVE SUMMARY - NOISE <br /> Brown-Buntin Associates, Inc. (BBA) has completed an acoustical analysis of <br /> FF the proposed Teichert Aggregates operation in southern San Joaquin County. <br /> The purposes of the analysis were to identifyand <br /> quantify existing and <br /> project related noise sources, and to recommend mitigation measures for noise. <br /> levels in excess of applicable County criteria. <br /> A combination of noise measurements , utilization of existing data, and <br /> application of accepted . noise modeling techniques were used to evaluate <br /> existing and project related noise levels. <br /> The ambient noise environment in the project vicinity is defined primarily by <br /> traffic on I-5, I-580 and S.R. 132. There are no noise sensitive land uses in <br /> the immediate project vicinity, with the exception of three residential <br /> dwellings near the Blewett Road overcrossing of I-5 and a single residence <br /> located south of the Lone Tree VI harvesting area. These residences are <br /> currently exposed to significant traffic noise levels from I-5. ' <br /> Worst-case estimates of operations at the aggregate processing plant and the <br /> proposed excavation areas indicate that noise levels generated at those <br /> locations would comply with San Joaquin County Noise Ordinance standards. <br /> Project noise levels are predicted to be less than 75 dB Ldn at the property <br /> line and 65 dB Ldn at the four aforementioned existing residences. <br /> Project 1generated heavy truck traffic would not result in a. perceptible <br /> increase in traffic noise due to the relatively large number of existing heavy <br /> trucks on the roadways (Tables II-IV) . <br /> Aggregate processing facilities are noise generators by virtue of the <br /> mechanics involved in the mining, crushing, cleaning,. sorting and transport of <br /> aggregate products. The proposed plant is well situated in that there is <br /> little noise sensitive development in the area. Perimeter landscaping and <br /> shielding of plant noise by aggregate stockpiles will further reduce the <br /> potential for noise disturbances.' <br /> F <br /> It is the finding of this analysis that the proposed Teichert San Joaquin <br /> FCounty aggregate facility will comply with County Noise Ordinance Criteria, <br /> and that the plant would not result in significant adverse noise impacts.
