(SJC) for <br /> the above referenced site and has the following comments. <br /> The work plan outlines a proposal to begin the investigation of the vertical and lateral <br /> extent of petroleum hydrocarbon contamination evidenced at this site, and a proposal for <br /> on-site treatment of one contaminated soils stockpile. <br /> Two contaminated soil stockpiles were generated during the removal of a total of eight <br /> underground storage tanks, associated piping and dispensers which took place between <br /> December 10, 1998 and January 5, 1999. Stockpile #1 consisted of soil and overburden <br /> from the former tank pits and was used to backfill the dispenser island excavation. <br /> Stockpile #2 consists of soil removed from the dispenser island excavation. The work <br /> plan proposes to treat stockpile#2 on-site by aeration and, if necessary, by a <br /> combination of aeration and bioremediation. Please note that on-site treatment of <br /> contaminated soil can be done only on the same parcel of land from which it was <br /> removed: Contaminated soil may not be transported to another location for treatment <br /> unless that location is a licensed Treatment, Storage and Disposal Facility. According to <br /> the San Joaquin County Assessors Office, the area proposed in the work plan to be the <br /> treatment site is a different parcel of land from which the stockpile was generated. It is <br /> the recommendation of PHSIEHD that contaminated stockpile #2 is removed to a facility <br /> licensed to accept this type of waste. <br /> The work plan proposes to begin the investigation of the contamination with a series of <br /> direct push continuous-core geoprobe soil borings, followed by the installation of <br /> groundwater monitoring wells. PHSIEHD understands that SJC wishes to begin the <br /> investigation by establishing the off-site plume boundaries first, especially to the north, <br /> the presumed direction of groundwater flow. It is the concern of PHSIEHD that without <br /> knowledge of the vertical extent of the contaminant plume in the source areas (the tank <br /> pits and dispenser island) it will be impossible to know the depths to which the lateral <br /> borings must be advanced. Also, going off-site to do work will require obtaining a City of <br /> Tracy encroachment permit for work done in the roadways, written authorization from the <br /> landowners of any parcel where borings may be placed, and a separate PHSIEHD well <br /> permit application with required $89.00 permit fee for each parcel. <br /> A Division of San Joaquin County Health Care Services <br />
