FNVI 2009 <br /> Tracy, CA 95304 P� R <br /> �O�TIS�rrH <br /> Date: March 24 , 2009 VICES <br /> Subject: Access to Parking Lot at 7501 West Eleventh Street, Tracy, California far <br /> Groundwater Remediation <br /> Dear Mr. Zelmer: <br /> Since 1999. the San Joaquin Company Inc. (SJC), our consulting engineers, have been working <br /> under the direction of the San Joaquin Environmental Health Department (SJCEHD) to monitor <br /> and manage groundwater affected by releases of gasoline and diesel that occurred at the property <br /> at 7500 West Eleventh Street in Tracy, California, which I own jointly with my wife Annamae F. <br /> Navarra. That site is located across the highway from your property at 7501 West Eleventh <br /> Street. For the past several years SJC has been sampling groundwater in monitoring wells that <br /> are located on your property. <br /> At this stage of SJC's work we have been directed by the SJCEHD to actively remediate <br /> groundwater affected by gasoline and diesel that is located beneath the southeast corner of the <br /> parking lot at 7501 West Eleventh Street and beneath the adjacent land to the south. <br /> The remediation work involves excavation of one 70-ft. long by 4-ft. wide trench from which <br /> groundwater will be pumped directly into vacuum trucks and shipped off site for disposal. The <br /> soil excavated from the trench will be loaded into trucks and also directly shipped off site to a <br /> permitted disposal facility. To permit extraction of the groundwater, crushed rock will be placed <br /> into the trench excavation until the surface of the rock backfill is approximately one foot above <br /> the water table. Following extraction of the groundwater, the remaining depth of the trench will <br /> be backfilled with clean, compacted imported backfill over which 6 in. of mesh-reinforced <br /> concrete paving will be laid. After the trench is backfilled and the paving laid, the affected area <br /> of the parking lot will be cleared of all construction debris and sprayed with a bituminous seal <br /> coat, which will give the area a uniform dark color. Following that, the white lines that currently <br /> demarcate the parking spaces in your parking lot will be restored. <br /> During the time that the extraction trench is open and the construction crew is not present at the <br /> site, the work area will be enclosed within a locked, 6-ft. high, temporary, chain-link fence. <br /> The area of the parking lot that will be occupied by construction equipment and materials is <br /> shown on the Figure, but, in addition, it will be necessary for trucks to enter and leave the site via <br /> both the Chrisman Road and West Eleventh Street entrances. <br />
