I specifically drew your attention to
these problems on July 5 so that the wells would be properly restored before the July 2011
groundwater-quality monitoring round that we were required to perform by the San Joaquin County
Environmental Health Department (SJCEHD).
When our team arrived on site on July 27 they were able to uncover Well MWFP-5 after excavating a
considerable depth of macadam and road base. However, Well MW-11 could not be found after an
extensive search using a metal detector. This suggests that your contactor destroyed and completely
removed the steel well-head box and cover before paving over that well.
You must now promptly restore the well head box and cover of Monitoring Well MW-11.
When we opened the other wells affected by your contactor's work on Chrisman Road we found many
of the well head boxes to be contaminated by oils and bituminous materials. In the case of Monitoring
Well MW-19 the well head box contained a significant volume of bituminous macadam and the
groundwater was found the be affected by 59 micrograms/liter of petroleum hydrocarbons falling
10/24/2011
