Development Committee -2-
GP--92-4 AND ZR-92-3
The applicants appealed this denial to the Board of Supervisors,
who, on July 20, 1989, denied the appeal and upheld the Planning
Commission's earlier denial.
In the intervening years there have been no significant changes
in circumstances in the Morada area, or in the General Plan
policies addressing agricultural resources, and rural tesidential
development. As with the previously proposed project, this
project appears to be inconsistent with numerous aspect of the
General Plan. The following is a discussion of the pertinent
elements of the General Plan.
Rural Residential Principle No. 1: '
Rural residential areas should be kept to a minimum in number and
extent.
This policy is meant to recognize existing areas and to
limit the expansion of these areas into viable
agricultural areas. This proposal is inconsistent with
this policy in that it would expand the Morada rural
residential area by 43 acres into an agricultural area.
1
Rural Residential Principle No. 3:
Future rural residential development will take place only within
the designated areas and outward expansion will be discouraged.
This development should occur in a manner that will maintain the
rural character of the area.
The proposed project would be inconsistent with this
principle in that it would be an outward expansion of
the existing Morada Rural residential area into prime
agricultural land.
Agriculture Principle No. 1_
The resources upon which agriculture is based will be protected,
and the utilization of these resources for agricultural purposes
will be encouraged. j!
-- The proposal is inconsistent with this policy in that
it would correct approximately 43 acres of prime
agriculture land to residential uses.
