My review has focused specifically on the assessment of potential ;Titrate effects on the <br /> ground water in the project area, which serves as the drinking water supply for a large number of <br /> existing neighboring- reside T ial properties, in <br /> cludtng your own resicence. Provided 'here are my <br /> review comments and recommendations for follow-ug work. <br /> BACKGROLTIN'D <br /> As a rrsa:-ter of background,I should cls.-&I that I am p:rsorally familiar with the ylorada Meadows <br /> proiect from having served as a sub-consultant to INIi11s Associates for the EER that was done for the <br /> anginal subdivision proposal in 1987- 98S. My/Questa's role on the EIR included review of the <br /> proposed plan for septic systems, including the completion of a nitrate loading analysis which was <br /> judged to be a potentially significant iripact. In responding to your current request, I have reviewed <br /> :he previous work of ours on to EIR and have also reviewed the March 2-4, 1992,report prepared <br /> by Kleirfelder entitled "Seotc System Suitability and Titrate Leading Study <br /> l EIR - Proposed Morada <br /> Meadows Subdivision". The origina (and Questa's work:) dealt with a 3294%subdivision on <br /> 69 rens; the Kleinfeider study evaluated a 37-lot subdivision on 40 acres, which is the final project <br /> approved by the County. <br /> CONLNIENTS ON KLEINFELDER STUDY <br /> The Kle'nxeldcr study presents a nitrate loading a.nalvsis that follow-s the iarne approach used by <br /> Questa in the EIR;it cansists of a chemical-%nater mass balance. The KleinfeIder report presents their <br /> assumptions and results, but the calculations are not included in the report- i ltave serious <br /> disag=rnent with several of the assumpt ons used by IKleirfelder in their analysis. in my opinion. <br /> several of their assurnptioas are "aggressive" cr"liberal", causing their calculated estimate of the <br /> (514)236-6114 • (FAX)236-2423 <br /> P.O.
