SU-87-23r <br /> FOR THE MORADA MEADOWS PROJECT OF JAMES CARROLL ET AL. <br /> (DISTRICT 4 ) <br /> IT IS RECOMMENDED: <br /> k That the Board of Supervisors: <br /> I <br /> Deny the appeal and uphold the action of the Planning <br /> Commission based on the analysis of .the appeal given <br /> below. <br /> REASON FOR RECOMMENDATION: <br /> - The project is a General Plan Map Amendment to change the <br /> General Plan designation of 93 . 4 acres from Agricuture to <br /> Rural Residential, a Zone Reclassification to rezone the <br /> property ,from GA-40 (General Agriculture, 40-acre minimum) to <br /> nn . RR-65 (Rural Residential, 65 ,000 square foot minimum) , and a <br /> Major Subdivision to create 39 li-acre single family parcels. <br /> ., ._,. _. .The Planning Commission heard this matter at its meeting of <br /> _ _- March .17 , . 1988 . ' After considering all written and oral <br /> 3 testimony, the Commission voted 4-2 to deny the General Plan <br /> — Amendment, Zone Reclassification and Major Subdivision. <br /> Howard Seligman, Jim Carroll, Jose Alva and Kiritkumar Patel <br /> spoke in favor of the proposal. Those speaking in opposition <br /> were Don Borba, Don Ryan, Jill Nichols," Norman Nichols, and <br /> rt- Joe Solari. The main issues raised by the opposition were <br /> - ' traffic circulation, cumulative impacts (particularly with <br /> respect to schools and traffic ) , land use conflicts between <br /> agricultural and residential uses, the conversion of prime <br /> agricultural land, and the growth inducing effects of the <br /> project. <br /> BOS LETTER PAGE 1 <br />
