PUBLIC:: HEARING CLOSED
_ Comm.. Carter said that mast of the people who have their residences
there, were there 30 years ago. Morada has been ruined by the. small
lot housing that has gone into the-area.7 This created the drainage,
sewage and water problems. As far- as Morada is concerned, it has
expanded beyond what was originally conceived as Morada. The
" overcrowding of schools is a County-wide problem and not just the
problem of the Morada area. As far as the size of projects is con-
this.- is one of the smaller projects considered by the
Commission. Projects must be considered with sewer, drainage and
water in mind. The taking away of prime agricultural land cannot be
avoided as we approach the year 2000.
.._ Comm. Morri said there are people who would like to live in Morada.
Growth is coming to all of the areas. He noted the growth around the
Tracy area. Circulation is an overall problem. It is a County
problem and the County has to look at it.
Comm. Bozzano said the Commission must give consideration as to what
is_ best for the County. Growth is coming, but we do not have to
accept everything. . He said he felt that. growth has to be slowed down.
Comm.. Gillispie said. he. could make a case ,for extending the RR-65 •
zoning easterly to the "red line :on the- map:- - He could not,- however,' -
make a= casefor RR-65 - expansion'=inside the -red line-. He said he could -
-not. make the case for the overriding considerations, primarily because
of the large acreage involved. Rural Residential is supposed to be on •
those small lots.:-. He said he could not"- go any further . than that.
Comm. Rojas said that growth" 'is, here and" it is. necessary to plan cir-
culation: He said he thought the proposed subdivision had- better cir-.".
_ culation than other =
parts of: Morada.
Comm. Jung"eblut said he" was" a member: of. the= Planning' commission when
ter,=
the"- RR-65 zoning was- Appliedy to . that_'area. 'e The intent was that RR-65
w c would stop at.,- the railroad tracks: If thisproject' is . approved, the
' RR-65 zoning will' not stop° with' this' area. w That. area will] possibly go-
t
o`
toy Alpine Road. He said he`did. not know if Morada was "ready to '.accept
that.-,-."'There are existing areas that . are still to be built out.
.MOTION Moved,"- seconded (Carter-Bozzano) "and carried- by a vote of 4-2
to deny GP-87-16' -- .
and SU-87=23 Comms. Morri' and Rojas voted
n' no ,its Comm.'- Gabbard- absent. - - _ _ „
PC• . 3/17/8$ ,, BO"S LETTER PAGE 11 _ . _ MINUTES
-... _
