F
i
w
µ PC : 3-17-88
i ER--88-1/GP-87-16/
ZR-87-35/SU-87-23
j
STAFF ANALYSIS I
POLICY CONSIDERATIONS : f
. General Plan•
The 67-acre project site is currently designated Agriculture on j
the Land Use/Circulation Element map of the County General Plan
(refer to General Plan map) . The proposed General Plan map
amendment would change the designation to Rural Residential .
The proposed General Plan Amendment is consistent with those ;
General Plan policies that seek to limit the creation of new
Rural Residential Areas , provide a variety of housing types,
and minimize the impact on agricultural resources . These poli-
cies have been detailed in the preceding section titled "Basis
for General Plan Amendment . "
Zoning: r
' . . k The proposed zoning, RR-65 , is a single-family designation
requiring a minimum lot size of 65 , 000 square feet , with a
minimum lot width of 150 feet . The RR-65 zoning is one of
three RR designations which are consistent with the Rural
Residential General Plan land use designations. The other two
designations are RR-100 ( 100,000--square-foot minimum) and t
RR--200 ( 200 ,000-square-foot minimum) . The proposed lots for
the Morada Meadows subdivision conform to the minumum parcel
size for the RR-65 zone .
AREA/NEIGHBORHOOD COMPATIBILITY:
Traffic/Circulation:
The proposed project is not expected to significantly impact
traffic flow in the study area. The EIR does note that there
is the potential for vehicle conflicts at the two project
access points onto Foppiano Lane and Canepa Road. For this
reason, the EIR recommends the placement of stop signs at the
project access points onto Foppiano Lane and Canepa Road.
The EIR has indicated that buildout of the study area would not
likely generate potentially significant impacts upon the sur-
face streets in the immediate area. However, cumulative
k buildout in the Morada and northeast Stockton areas is expected
to generate traffic impacts at the following intersections :
State Route 99 and Morada' Lane, and State Route 99 and Hammer
--9-
F
