No changes in <br /> circumstance have been identified regarding aesthetics. <br /> Agricultural Resources: "This would have a significant effect of taking 40 acres now and another 20 acres <br /> from prime farmland into a development that is not needed. At the present time, there are 180 lots for sale <br /> in the area of Morada which have not been sold and are available for development. This subdivision <br /> represents uncheckered growth and the conversion of prime farmland." This issue was resolved at the <br /> time of the General Plan Amendment. No changes in circumstance have been identified regarding <br /> agricultural resources. <br /> Air Qualm "This subdivision would potentially significantly impact the air quality because of the use of <br /> pesticides in the neighboring farmlands and the use of aerial spraying." No changes in circumstance have <br /> I been identified regarding air quality. <br /> I Biological Resources: "During the autumn, these 40 acres are used as a resting place for many birds that <br /> F <br /> are migrating south." No changes in circumstance have been identified regarding biological resources. <br /> Hazards and Hazardous Materials: "This would potentially significantly impact and cause a significant <br /> hazard to the public environment because farmers on three sides of this project are using aerial spraying. <br /> It would just be a mater of time before accidents occur when somebody in their pool or living in this house <br /> with the sprayer." No changes in circumstance have been identified regarding hazards and hazardous <br /> materials. <br /> Hydrology and Water Qualms "This is addressed in the Questa Engineering report that is attached here <br /> and would create groundwater contamination." The Environmental Health Division has determined that <br /> the use of septic tanks has been determined and that it has not been documented that there is a water <br /> quality problem. <br /> Public Services: "The schools in Morada are overcrowded and this would contribute to it." No changes in <br /> circumstance have been identified regarding public services. <br /> Transportation/Traffic: "This project would dump traffic into the corner of Canepa Road and Hildreth Lane <br /> and the intersection is dangerous and not meant to handle this traffic load. There needs to be an impact <br /> report studying this. The intersection there is dangerous enough without all these vehicles generated by <br /> the subdivision coming there." Traffic issues were addressed when the subdivision was approved. It was <br /> determined that the project would not increase traffic beyond the capacity of the local roads. No changes <br /> in circumstance have been identified regarding traffic. <br /> Utilities and Service Systems:- "This project would result in the holding basin and also the need for a <br /> pumping station to pump the water. Also, if the developers cannot obtain a release from the Central <br /> Traction Railroad Company to put the pipeline along the railroad, where is all this water going to go? <br /> Further, the pipeline is inadequate to handle all the water that would fall in a significant rainfall. For <br /> example, in the rainfall of 1996, this holding basin and pumping station would be totally inadequate and as <br /> a result, all the houses on the west side would flood. Who is going to maintain this inadequate pumping <br /> station, pay for the insurance for the pipeline along the existing railroad tracks, is also unclear." As stated <br /> earlier, the project is to have a community detention pond and terminal drainage to meet the requirements <br /> of the County and to provide adequate drainage for the subdivision.
