SAN JOAQUIN COUNTY
COMMUNITY DEVELOPMENT DEPARTMENT
Development Services Division
Attention: Chandler Martin
Re: Application NO. SII-92-15
January 13 , 1999
Page 4
that is going to be coming off this project, then the project is
improperly designed and there should be an environmental impact
report to study what should be done with this water. I would note
that developers admit that the slope leads of the property leads
onto the houses that are on the east side of the property (not the
farmland that surrounds it) . These houses would then be flooded in
heavy rains.
I will now address the environmental concerns per the
checklist that is attached hereto .as Exhibit 2 , which should have
been followed by the County (not the obsolete one) .
I. Aesthetics
This development would have a potentially significant
impact on the scenic vista. It would change the quality of the
site and further, create substantial light and glare during the
nighttime. This is farmland and by putting buildings, gates, -
street lights, etc. , would be a dramatic change of the environment
in which it is located.
IF. Agricultural Resources
This would have a significant effect of taking 40 acres
now and another 20 acres from prime farmland into a development
that is not needed. At the present time, there are 180 lots for
sale in the area of Morada which have not been sold and are
available for development. This subdivision represents uncheckered
growth and the conversion of prime farmland.
III. Air Quality
This subdivision would potentially significantly impact
the air quality because of the use of pesticides in the neighboring
farmlands and the use of aerial spraying.
