My review has focused specifically on the assessment of potential nitrate effects on the <br /> Ground water ' the project arca, which serves as the drinking water supply for a large numb--r of <br /> existing neighboring residential properties, including your own residence. Provided here arc ]ny <br /> review-comments and recommendations for follow-up work. <br /> BACKGROUND <br /> As a matter of background,I should clarify that I arr,personally familiar with the Morada Meadows <br /> proiect from having served as a sub-consultant to Mills Associates for the EM that was done for the. <br /> original subdivision proposal in 1987-:988, My/Qaesta's role on the EIR included review of the <br /> proposed plan for septic systems,including the completion o-a nitrate Ioading a alysis which was <br /> judged to be a potentially significant impact. In responding to your current request, I have reviewed <br /> the previous work of ours on the EIR and have also reviewed the March 25, 1992,report prepared <br /> by Kleinfelder entitled "Septic Svstem-Suitability and Nitrate Loading Study - Proposed Morada <br /> Meadows Subdivision". The original EIR (and Questa's work) dealt with a 39-lot subdivisio3 on <br /> 69 arms; the KMeinfeider s,udy evaluated a 37-lot subdivision on 40 acres, which is the final project <br /> approved by the County. <br /> COMMENTS ON KLEINFELDER STUDY <br /> The Kleinfeldcr study presents a nitrate loading analysis that follows the Same approach used by <br /> Questa in the EIR;it consists of a chemical-water mass balance. The Kleinfelder report presents their <br /> assumptions and results, but the calculations are not included in the report. i have serious <br /> disagreement with several of the assumptions used by Meirfeider in their analysis.
