Carter Road <br /> Farmington <br /> San Joaquin County <br /> CONTACTS: Richard-Jenkins (den Dulk Poultry Farms Owner and CEO) <br /> INSPECTION DATE: 12 November 2015 <br /> INSPECTED BY: Jennifer Haynes, Charlene Herbst, and Girma Getachew <br /> (CVRWQCB) <br /> OBSERVATIONS AND COMMENTS: <br /> On 12-November 2015, Regional.Water Quality Control Board staff.(staff) conducted a <br /> preliminary site inspection at Pleasant Valley Farms/den Dulk Poultry Farms located at 30636 E. <br /> .Carter Road, Farmington, San-Joaquin County, The Pleasant Valley Farms/den -Dulk Poultry <br /> Farms filed an application with San Joaquin County to expand-the flock size at an existing_ <br /> poultry farm. Central Valley Water Board staff is currently developing a Poultry General Order. <br /> Staff.met.with Mr. Richard Jenkins (den--bulk Poultry Farms Owner and CEO). The facility <br /> houses chickens indoors with.access to outdoor penned areas. <br /> The waste.management at the facility was discussed-. Currently, poultry manure is dried and <br /> composted on-site (photos 3-13). Staff observed one wastewater storage pond on-site (photos <br /> 17-19). Mr. Jenkins discussed with .staff the idea to install a n-ew linedwastewater storage pond. <br /> Staff reminded Mr. Jenkins the design and construction of any new pond will require Executive <br /> Officer approval prior to construction and prior to use. <br /> Mr. Jenkins discussed with staff re-developing a natural drain that traveled along-the west side <br /> of the property (photos 2-3). Storm water should be directed away from_manured areas. The <br /> idea of installing gutters on the poultry houses was-also discussed. Staff noted the presence of <br /> dust blown from the poultry houses by exhaust fans. A review of literature suggests that the dust <br /> can contain significant amounts of nitrogen. Pending further investigation, any storm water that <br /> contacts the dust should be managed through the wastewater management system. <br /> SUMMARY AND CONCLUSION: <br /> Based on the preliminary review of the facility, Pleasant Valley Farms/den Dulk Poultry Farms <br /> would be required to file under the Poultry General Order and receive General Order coverage. <br /> At the time of the inspection, minimal animal manure was observed on-site and the wastewater <br /> storage pond had adequate freeboard. Storm water should be directed away from manured <br /> storage areas and poultry house dust. <br />
