San Joaquin Valley 8 ` <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY Al R LIVING <br /> November 12, 2015 <br /> Megan Aguirre <br /> County of San Joaquin <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-1500200 <br /> District CEQA Reference No: 20150877 <br /> Dear Ms. Aguirre: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of the multi-phased expansion consisting of the <br /> construction of 525,158 square-feet of poultry housing and a total increase of 600,000 <br /> birds to total 1.2 million bards located at 30636 E. Carter Road in Escalon, CA. The <br /> District_affers-the following comments: <br /> District Comments <br /> 1) The District's initial review of the project concludes that emissions resulting from <br /> construction and/or operation of the project may exceed the following thresholds of <br /> significance: 10 tons per year-of oxides of nitrogen (NOx), 10 tons per year of <br /> reactive organic gases (ROG), or 15 tons per year particulate matter of 10 microns <br /> or less in size (PM10). The District recommends that a more detailed preliminary <br /> review of the project be conducted. The additional environmental review of the <br /> project's potential impact on air quality should consider the following: <br /> la-) Project Emissions should be identified and quantified. <br /> i) Permitted (stationary sources) and non-permitted (mobile sources) sources <br /> should be analyzed separately.
