6/19/2018 Zim6ra <br /> Zimbra maguirre@sjgov.org <br /> Application PA-1500200(SA) <br /> From :Tammy Alcantor <tammyalcan.tor@hot-nail.com> Fri, May 04, 2018 01:20 PM <br /> Subject :Application PA-1500200(SA) &1 attachment <br /> To : meagui-rre@sjgov.org <br /> Cc : Robert Alcantor <ralcantorjr@hotmail.com> <br /> Good Afternoon, <br /> We received in the mail yesterday a notice of project PA-1500200 (SA) for Pleasant Valley Farms, Inc. <br /> DBAJenkins Poultry Farms.The noticed was received on May 3rd with a required deadline to respond <br /> -on May 4th based on-the quick review of the project and our recent experi-ences with the business we <br /> would like to provide the following comments. <br /> We are neighbors to the-current business and while we do understand that we live in an area that has <br /> a right to farm we also feel they have certain obligation to not be a nuisance.This-past year we have <br /> been in contact with the owners a few-times due to the continuous odors that we deal with at our <br /> home.These odors a-re very obnoxious and hinder you from-being outside. We have not-been able to <br /> enjoy our outdoors or open-our-windows because of-the odors. <br /> In our communication with the owners they have been invited to our property to experience the odor <br /> from anywhere on the property. In fact, when driving down our road there is a slight hill and as you <br /> -come over the hill the odors will sometimes.hit you. We understand that the odors are associated with <br /> wind shifts but stili there should be a level of responsibility: <br /> We have experienced two types of odors; the first we believe is their incinerator running (a burnt <br /> smell) and the other is the chicken manure that is outside drying. <br /> We do not wa-nt to hinder anyone's bus-iness and again understand we are-in an area with the right to <br /> farm but we would ask that the owners be requested-to put in some type of improvements to assist <br /> with the odors prior to expanding the business. One of the last phases of the project is-for the <br /> installation of manure-drying tunnels.These were mentioned as a possible solution at one time by <br /> County Environmental Health Department staff when we reached out to try understand their permit <br /> limits on odors. It had been noted that another ranch had implemented this method and it had <br /> reduced the odor complaints. So we would ask that these improvements be done in the beginning of <br /> the expansion not at the end when you have already added 400,000 birds. Attached to the email is a <br /> copy of the communication from San Joaquin County Environmental Health Department noting the <br /> benefit of the drying tunnels. <br /> It is our understanding that the operations require the incineratorto be run on a daily basis and we <br /> would assume with the increase of birds you would increase the use of it also. We did not see <br /> anything in the project regarding some type of improvement for the incinerator but would ask that <br /> there be some consideration taken to reduce the exposure to the surrounding neighbors. <br />
