RECD IED <br /> NOV X13 2015 <br /> San Joaquin 1111115 <br /> Community Developmul-t <br /> San Joaquin County Development Department, <br /> Attn: Megan Aguirre <br /> We are writing this letter in regards to application number PA-1500200 (SA).This <br /> application is to expand the existing poultry farm located.at 30636 E. Carter Rd, Escalon. We are <br /> the owners ofthe 41.33 acre parcel located on the southeast corner of Henry and Carter Roads. <br /> We are the nearest neighbor to this poultry farm and have resided at our 9336 S. Henry Rd <br /> address for 22 years. We are currently finishing up the_constraction of our new family home. The <br /> nearest proposed expansion project building would be approx. 525 ft. from the back of our new <br /> home. We have several concerns in regards to this proposed project. Due to our experience in the <br /> past,we,along with several neighbors have had to contact Environrnentai Health due to multiple <br /> problems during the operation of this poultry farm. The expansion of this farm"could"result in a <br /> reoccurrence of our previous problems which-were not only a nuisance,but a health risk as well. <br /> Past problems ;with property owner, William Huang: <br /> 1. Flies-Environmental Health found excessive fly breeding due to the amount of manure <br /> and dead birds. Our properties were sprayed-by Toaquin County to help with this <br /> problem. <br /> 2. Rodents- Environmental Health found-an excessive-amount of rats and mice throughout <br /> the farm. These rodents came onto our property=on a daily basis. <br /> 3. Runoff waste water and mosquitos-Environmental Health found waste water runoff <br /> coming onto our property and draining into a natural drain/local stream. <br /> 4. Odors from manure and incinerator-manure and burning fresh odors thatWstrong <br /> enough to prevent us from-being outside and from opening our windows. <br /> Current problems with applicant Richard Jenkins: <br /> 1. Flies-have more flies than we feel we should have. We tolerate the amount by using <br /> sprays daily and by hanging fly strips. See picture attached. Fl?es are always a problem in <br /> our family fi—it trees. A health concern. <br /> 2. Runoff waxer and mosquitos-water runoff onto the north east comer of our property <br /> resulted in damage to this year's wheat hay crop. <br /> 3. Odors from manure and incinerator-manure and burning flesh odors that are stronger than <br /> what we experienced in the past. Prevents us from being outside and from opening our <br /> windows. An air quality concern. <br /> 4. Dust-large aerator fans blow dust from the inside of the houses which in turn creates a <br /> fog of dust over the back portion of our property. An air quality concern. <br />
