Eleventh St. <br /> Tracy CA 94523 <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) <br /> has reviewed the "File Closure Report"dated May 10, 1999 and"Addendum Letter to the <br /> File Closure Report"dated June 7, 1999 prepared by John P. Cummings & Associates <br /> (JPCA). The report contains inaccurate information. In addition the addendum does not <br /> clarify the information to adequately support its recommendation for site closure for the <br /> above referenced site. Please submit a closure report that contains all the information <br /> discussed in the Central Valley Regional Water Quality Control Board(RW'QCB)Tri- <br /> Regional Board Staff Recommendations, Appendix B (copy enclosed). <br /> When reviewing the site information PHS/EHD staff noted that diesel contamination was <br /> evidenced in the soil beneath the underground storage tank removed on Jule 19, 1996. <br /> Diesel analysis on soil and groundwater samples since that time has not occurred. <br /> Groundwater samples should be collected froth MWI and MW-BT at a minimum and <br /> analyzed for Total Petroleum Hydrocarbon as diesel. <br /> In addition "SMITH"reports are referenced in the File Closure Report". Provide a copy <br /> of these reports to PHS/EHD. When referring to these reports as they pertain to <br /> conclusions about the contamination at the site please be more specific (page, date, etc.). <br /> The well survey should include all sources of information and results of inquiry to nearby <br /> industrial/manufacturing facilities to ascertain well locations, if any. Discuss any public <br /> and environmental health risks as they relate to the pumping influence of any wells <br /> identified and the migration and potential impact of the contaminant plume as it relates to <br /> public and environmental health. <br /> Paragraph 4 5 of the Addendum states that the lateral extent of contamination was <br /> estimated from field drilling/boring data, SMITH reports and soil results from MW3 <br /> boring work Specify the data points (samples) to show the lateral and vertical extent of <br /> contamination. <br /> Provide accurate tables of soil and groundwater sample results that include dates. <br /> Provide the mass balance calculations for the contamination remaining in soil and water. <br /> a Division or San ioaquin County Heatth Care iervtces <br />
