Eleventh Street <br /> Tracy CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the " Work Plan for Environmental Subsurface Site Investigation" dated <br /> December 8, 1999 that was submitted by Wright Environmental Services, Inc. on behalf <br /> of the above referenced site and has the following comments. <br /> Two underground storage tanks (UST) have been removed from the site. Soil samples <br /> and grab water samples were collected from the bottom of the open tank pits following <br /> the tank removals. Analytical results from these samples evidenced petroleum <br /> hydrocarbon contamination to soil and/or groundwater in each tank pit. PHS/EHD has <br /> requested the submittal of a work plan to investigate the vertical and lateral extent of this <br /> documented on-site source of contamination. At no time has PHS/EHD indicated that <br /> "work was needed to ascertain contaminant source", as was stated in the work plan. <br /> The work plan proposes to begin the required inves tion with a series of direct push <br /> soil borings, followed by the installation of groundwater monitoring wells. The work plan <br /> states that up to six borings will be advanced on site. Two borings will be placed at the <br /> former tank pits, two will be placed in the assumed down-gradient position to the former <br /> tank pits and "two borings [will be] placed at an assumed up-gradient position to the two <br /> potential off-site sources". However, the map included in the work plan does not show <br /> borings located in these positions. In fact, the map included in the work plan does not <br /> clearly show where any borings are proposed. The key on the map does not coincide <br /> with the drawings on the map itself. <br /> There are currently six listed UST contaminated sites in the immediate vicinity of the <br /> subject site. Two of these sites, the two located directly on either side of the subject site, <br /> have been issued 'No Further Action' letters. Five of the sites have, or have had, <br /> monitoring wells installed. All five have groundwater gradients tending to the north- <br /> northwest. The map in the work plan indicated no proposed borings placed north- <br /> northwest of the former tank pits, which would be the down-gradient location. <br /> A Division of San Joaquin County Health Care Services <br />
