Eleventh Street <br /> Tracy CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has recently reviewed the file for the above referenced site and has the following <br /> comments for your consideration and action. <br /> On June 23, 1994 one 1,000-gallon gasoline underground storage tank (UST) was <br /> removed from the subject site. Four soil samples and one grab groundwater sample were <br /> collected for analysis following the removal of the tank. Two soil samples collected from <br /> the bottom of the tank pit were reported as non-detect for petroleum hydrocarbon <br /> constituents, and two soil samples collected from the stockpile evidenced very minor <br /> petroleum hydrocarbon contamination. The water sample reported 11,000 parts per <br /> billion (ppb) total petroleum hydrocarbons as gas (TPHg), 110-ppb xylene and 190-ppb <br /> ethylbenzene. On July 28, 1994 another water sample was collected, the analysis of <br /> which yielded non-detect results for petroleum hydrocarbon constituents. On September <br /> 13, 1994 PHS/EHD gave notification that these results were acceptable and that pending <br /> receipt of a written explanation of how the groundwater was purged from the former tank <br /> pit prior to collection of the sample, this tank would be evaluated for final closure. <br /> PHS/EHD never received this written explanation. In addition, a new law requires all <br /> petroleum UST's to be tested for methyl tertiary butyl ether (MTBE) prior to issuance of a <br /> notification of closure. Therefore, this UST area will require further investigation. <br /> On August 8, 1988 one 1,000-gallon diesel UST was removed from the subject site. One <br /> soil sample and one grab groundwater sample were collected from the tank pit. Analysis <br /> of the water sample evidenced 56,000,000-ppb TPH, 11,000-ppb benzene, 3,100-ppb <br /> toluene and 7,200-ppb xylene. Analysis of the soil sample evidenced 8,700 parts per <br /> million (ppm) TPH, .8-ppm benzene, 1.4-ppm toluene and 1.1-ppm xylene. <br /> As the responsible party you were notified by PHS/EHD in correspondence dated March <br /> 25, 1997 that this site has been assigned to the San Joaquin County PHS/EHD's Local <br /> Oversight Program for oversight of assessment and clean up activities at contaminated <br /> underground storage tank sites. A work plan to begin the investigation of the vertical and <br /> lateral extent of the contamination was requested to be submitted to PHS/EHD by May 1, <br /> 1997.
