PHS/EHD has the following comments for your information.
Excavation of contaminated soil associated with the former leaking underground storage diesel tank was
initiated on October 7, 1992 and continued through October 9, 1992. Residual soil contamination is
documented on the western wall up to 50 ppb benzene, 340 ppb toluene, 1,300 ppb ethylbenzene, 890
ppb xylene, and 64 ppm TPH-diesel. The extent of residual soil contamination, which poses a threat to
groundwater quality, has not been characterized. Please be aware that PHS/EHD will not consider the
site for closure until the extent of the residual soil contamination has been determined.
Approximately 400 cubic yards of soil was removed during the excavation. Four stockpiles of
contaminated soil resulted and are awaiting a disposal plan. The contaminated water which was
removed during excavation activities is stored in a baker tank and has been proposed to be
bioremediated. Please submit information regarding the treatment process and additives. Please submit
a work plan to define the boundaries and extent of residual soil contamination and a soil disposal plan
with the next quarterly report due February 8, 1993.
If you have any questions or wish to schedule a site inspection, please contact
Mary Meays, RENS, of my staff at (209) 468-0337.
Jogi Khanna, P.H.
Health OfFc
tie A.
