We have the following comments regarding these <br /> documents. <br /> PHS/EHD does not agree with the closure recommendation. Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) concurs with <br /> our determination that closure is not warranted at this time, <br /> On April 12, 1991, PHS/EHD requested a downgradient groundwater <br /> monitoring well be installed. As stated in your report, the <br /> groundwater flow direction remains northwesterly, therefore, MW-4 <br /> is not downgradient from the tank pit. <br /> Prior to the installation of a downgradient monitoring well, <br /> PHS/EHD should be present to observe the next two quarterly <br /> sampling events. Please be advised that this office requires 48 <br /> hours notice prior to any site activity, including sampling. <br /> On April 12, 1991, PHS/EHD requested a soil remediation plan be <br /> submitted based on the following information: <br /> 1. The soil sample taken August 23, 1988, at 11� feet from <br /> the south end of formeii tank 13 had a heavy petroleum <br /> odor observed at the time of the tank removal. <br /> 2. The soil sample taken May 22, 1991, at 5.5 feet during <br /> the installation of MW-4 showed 5.8 parts per billion <br /> (ppb) benzene, 6.7 ppb ethyl benzene, 7. 6 ppb xylene and <br /> 2500 ppb diesel. The certified boring log indicated <br /> static groundwater at 12 feet, therefore, soil <br /> contamination is not limited to the capillary fringe. <br /> A Division of San Joaquin County Health Care Services 400 <br />
