C7Wk kal r6A4i 1XC %woo Page 2
City of Escalon
Project No.: 750.2
August 11,2003
Proposed Direction of Pro'ect
On June 23, 2003, GTI wasdirected to restart the IC Unit at the site. The IC has been upgraded
in order to meet the required hydrocarbon destruction criteria. Geological Technics Inc.
proposes the following work be performed at the site:
1. Soil Vapor Extraction
• Perform soil vapor extraction for a period of one year
• Collect and submit influent and effluent vapor samples from the IC as follows
o Biweekly for the first month
o Monthly there after for the balance of one year
• Alternate vapor extraction wells periodically to promote the movement of oxygen in the
subsurface, hinder the formation of preferential pathways and groundwater mounding
and maximize the radius of influence for recovery
2. Perform groundwater monitoring.
• Purge and sample the six (6)monitoring wells on a quarterly basis for one year
• Submit the quarterly groundwater samples to Sherwood labs for:
❑ BTEX,TPH-G(EPA 8021 B)
❑ Fuel Oxygenates by EPA method 8260
Proposed Biddinu of Project
1. We have found that Sherwood Labs, Hilmar, CA to be both cost effective and currently in
compliance with AB2886 mandated electronically deliverable format requirements.
2. Del-Tech has had the system in operation for nearly a year. GTI finds that they are
competitively priced and restarting the existing system would prevent delays in permitting.
These costs have been included in our budget-spreadsheet prepared giving estimated costs for
performing the work directed by SJC-EHD. The budget spreadsheet shows itemized costs for
the tasks proposed in the attached action plan. In an attempt to make this Pre-Approval flow
smoothly, we have used the same unit costs for this work that have previously been approved
by the USTCFP for other projects.
Geological Technics Inc. accepts field support services and lab invoices and adds a 15%
overhead fee.
Tentative Schedule for Implementing Work
The proposed schedule for the additional site characterization work and risk evaluation study is
as follows:
Task Description Completion Date
• Submit Bids/Cost pre-approval to the Fund August 2003
• Receive Cost approval from the Fund September 2003
• Restart the Internal Combustion VETS September 2003
• Perform Groundwater Monitoring September 2003 —September 2004
