s
October 25, 2001
George to Velde Dairy
z78i5 E Dodds Rd
Escalon CA 95320
2o98 86-1145 office
2o9 886-1144 fax
San Joaquin County
Commumty Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
To Whom It May Concern:
RECEIv77",
OCT 2 6 2001
Commur„Ly L",Y :--
$3
This letter is in regards to Application Number SA-9-98- This project was to be executed
in two phases, the first is apparently complete and the second is now commencing. As an
adjacent property owner, I have a concern regarding a change that has been made to the
Conditional Use Permit for Phase 2.
The original Use Permit for Phase 1 required a pump for capturing runoff at the northeast
corner of the property, and returning it to catch ponds located south of the dairy site.
Some of this water is from fields and some is drainage from cattle corrals on the dairy site.
This natural drain then continues across° property owned by my father and eventually ends
in Temple Creek. This field is used for growing crops for my dairy located 1/2 mile east of
the Da Silva property. This pump, however, has never been installed, and runoff from the
fields and dairy site continues to leave Da Silva's property.
The Phase 2 application has now changed this original requirement. to simply a valve and a
promise that it be "closed during winter months to keep runoff from leaving (the)
property." In practice, this is not possible, since the water has nowhere to go and will
eventually overflow Dodds and enter the natural drain anyway. Since this water has come
into contact with manured areas, legally it may never leave the property and enter a natural
waterway. I am afraid that this project,- if approved with the current conditions, will be
unable to operate in an environmentally sound way. I simply request that the original
conditions for a tail -end pump at this location be reinstated and inspected before any future
dairy permits be issued.
Sincerely,
;2 -
George A. to Velde
10 . 0 •tai
LV h
!> . S C'o'w 'sfl „•bt1 c. tik
o 4 0 -.C\
