OmaJinn keeper (a k l'nn c�+I oc�ehooje- co,,-, <br /> PA 19000 3b <br /> 2-5-2019 The Locke House Facility Expansion <br /> Description of Proposed Project <br /> The proposed project and application for a Use Permit will restore the use of community <br /> assembly to a structure that was originally intended to be a gathering place for people in <br /> the community. <br /> This will be a phased project. Phase I to include a new 555 SF building with restrooms, <br /> utility room,and a caterer room. Phase I to begin immediately. Phase II will include the <br /> conversion of an existing storage building into a community assembly building. This <br /> building is a historical building on the National Register. It is a two-story building where <br /> the ground floor is 2546 SF and the second floor is 391 SF. This building was originally <br /> used for community assembly as documented in the National Register of Historic Places. <br /> It was used as an armory by the Mokelumne Light Brigade during the Civil War, and <br /> later used as a meeting hall by The Sons of Temperance and also by the <br /> Congregationalist Church. Refer to National Register#72000252 (attached) and also the <br /> National Register of Historic Places Inventory—Nomination Form(attached) (see pages <br /> 2 and 5). <br /> This project will preserve a historic resource in San Joaquin County by maintaining and <br /> improving a structure(storage building)that has historical significance to the community. <br /> The project will include modifications made to the structure that are consistent with the <br /> historic character to be preserved or enhanced. This project will also enrich the <br /> educational,cultural, and aesthetic interests of the County through the preservation of the <br /> county's historical resources. <br /> This property is currently zoned AG-40 and we are requesting a Use Permit for <br /> community assembly. San Joaquin County code section 9-1053.2 indicates that the <br /> Historic Resource Preservation Chapter"shall apply to all zones in San Joaquin County." <br /> This project meets the requirements of code section 9-1053.5(a)(1)-(3)by providing <br /> evidence that the proposed change in use is consistent with the intent of the Historic <br /> Resource Preservation Chapter; providing a list of alterations required for the change in <br /> use; and providing a site plan. This project also meets the requirements of code section 9- <br /> 1053.5(b)(1) by providing evidence of registration with the National Register of Historic <br /> Places.Additionally, this project meets the requirements of code section 9-1053.5(b)(2) <br /> by proposing a use that does not detract from,or otherwise impair,the structure as a <br /> historical resource but instead will complement, enhance, and be compatible with the <br /> historical resource. This project will, in fact, restore the original builder's intent to use the <br /> structure for community assembly. <br />
